On September 1, 2011, Chairman Wu Bangguo of the NPC Standing Committee met with Philippine President Benigno Aquino III at the Great Hall of the People.

Wu extended welcome for Aquino's visit and spoke highly of his current China trip which is his first foreign tour outside the Association of Southeast Asian Nations (ASEAN) countries since taking office in June 2010. He said this manifests the importance that the Philippine side attaches to relations with China. Wu said Chinese President Hu Jintao and Aquino on August 31 reached broad consensus on enhancing bilateral ties, witnessed the signing of a series of important bilateral cooperation documents, and made strategic planning for future bilateral ties. He expressed his hope that the trip will boost their strategic relationship of cooperation.

Wu said China and the Philippines are friendly neighbors across the sea. He hailed the achievements of bilateral relations since the establishment of diplomatic ties 36 years ago, citing frequent high-level visits, remarkable pragmatic cooperation in various areas, vigorous humanities exchanges, and sound coordination in international and regional affairs. China adopts the foreign policy of "treating its neighbors well and as partners" and attaches great importance to good-neighborly and friendly relations with the Philippines. Wu said parliaments hold an important status in the political life of the two countries and parliamentary exchanges play an irreplaceable role in boosting understanding and cooperation, deepening trust, and dispelling misgivings. "The Chinese National People's Congress (NPC) is ready to work closely with the Philippine side to implement the consensus reached by the two states' leaders, enhance political trust, properly settle disputes, and deepen pragmatic cooperation so as to promote relations to a new level," said Wu.

Aquino said the two countries share a time-honored traditional friendship and the Philippines is a time-tested friend of China. The Philippines attaches great importance to developing ties with China and admires China's development achievements. Aquino told Wu that his China visit aims to benefit the two peoples by further cementing substantial bilateral cooperation and overall relations, which, he said, is not only in the fundamental interest of both peoples, but also conducive to regional peace and stability. Aquino said that although differences exist between the two countries, these differences are not the essence of their bilateral relations. He said the Philippines is devoted to settling differences with China through consultation to push forward bilateral ties.
