From May 22 to 25, 2005, Xiong Guangkai, Deputy Chief of Staff of the Chinese People's Liberation Army visited the Philippines and held the first PRC-RP Defense and Security talks with Philippine Defense Undersecretary Antonio Santos. Both sides exchanged views on bilateral military exchanges and international and regional issues of common interests. They also signed an agreement for China to turn over US$ 1.2 million worth of engineering equipment to the Philippines and the discussed the detail of the mechanism for PRC-RP Defense and Security Consultation.
