At 7:20 am on March 1, the marine water depth measurement team from CCCC Highway Consultants Co. Ltd, who was working on the " China-aided Feasibility Study of PGN Island Bridges Project in the Philippines", found two overturned and broken boats in Guimaras Strait. The surveyors immediately started rescue and successfully saved two fishermen in the sea.

Recollection: dangerous moment

Surveyor Feng Minhua recalled that at about 7:00 a.m., the marine water depth measurement team was busy with survey work in Guimaras Strait. At that time, the waves of the surveyed area were about 2-3m high, and the sea conditions were bad. As the survey ship sailed 5km away from the coast, the captain suddenly discovered human figures floating with waves in the distance. Without hesitation, the surveyors immediately asked the captain to sail to the figures as fast as they could. When they were close, the surveyors gradually heard calling for help from planks of a broken small fishing boat. The voice was low because of exhaustion, and two fishermen were holding the planks tightly.

As there were big waves due to rising tide, the two fishermen were in great danger since they might be overturned and drowned by waves at any time. The surveyors and the crew immediately threw life ropes and life jackets to the fishermen. Then, after ensuring that the fishermen were fixed to life-saving facilities, the surveyor and the crew worked together to slowly pull the fishermen onto the boat and successfully saved them. After rescuing the fishermen, the survey ship also managed to tow two damaged fishing boats back to Sibunag wharf.

After calming down, the fishermen explained the cause of the accident. They lived near Sibunag wharf which was about 10 kilometers away. They went to fishing early in the morning when the tide was low. Unexpectedly, the sea conditions changed suddenly as the wind and waves started. As they could not withstand the wind and waves, the two boats eventually collapsed and shattered in the sea. Floating in sea for more than an hour, the two fishermen were exhausted. As no ship passed by, and the boats were too small to be seen, they were desperate. Then they were lucky enough to be discovered and rescued by Chinese surveyors working nearby.

After returning to the wharf, the two fishermen and their families expressed their deep gratitude to the surveyors. They thanked the Chinese for rescuing them and saving their properties as they towed back their fishing boats without claiming any charges.

The Feasibility Study of the PGN Island Bridge Project is a project with technical assistance from China, undertaken by CCCC Highway Consultants Co.Ltd. On November 20, 2018, Chinese President Xi Jinping paid a state visit to the Philippines. During the visit, President Xi and Philippine President Duterte witnessed the signing of the implementation agreement of the project. At present, the feasibility study project was going on smoothly.
