On 31 March 2021, Chinese Ambassador Huang Xilian turned over 1000 tablets to Mayor Sara Duterte of Davao City of the Philippines via an online handover ceremony, with the purpose of supporting the implementation of the blended distance learning modality of the Davao City amid the COVID-19 pandemic.

Ambassador Huang said while the pandemic has brought severe challenge to traditional teaching methods, the donation is intended to support the "Student Siblings Tablet Sharing Project" of Davao City and help Davao students to mitigate the disruption in education and get better access to distance learning amid the pandemic. The Chinese Embassy will continue to support the education endeavor of the Davao city to the best of its ability through scholarships and material assistance among others, to promote its economic recovery and social development in the long term.

Ambassador Huang recalled that China and the Philippines have been helping and supporting each other and built a closer partnership through the anti-pandemic cooperation. As of now, China has donated one million doses of Sinovac COVID-19 vaccines to the Philippines. On March 29, the first batch of one million doses of Sinovac vaccines purchased by the Philippine government also arrived in the Philippines, while still more Chinese vaccines will come soon as expected. As a close and friendly neighbor, China will continue to do its utmost to support the Philippines until it secures the final victory against the virus.

Mayor Sara expressed appreciation for the donation in support of Davao's "Student Siblings Tablet Sharing Project" , saying that these tablets will be distributed soon to students and families in need. In recent years, the Chinese Embassy in the Philippines and Consulate General of China in Davao have made contributions to promoting the peace and order, economical and social development in Davao. The arrival of the Chinese vaccine has brought hope for the Philippines to fight the virus, benefiting an increasing population including Davao City. I believe that with the help of China, the Philippines will surely be able to overcome the pandemic and achieve economic recovery and social development at an early date.
